Texicare, the health affiliate of Texas Mutual, has named Angie Haney Urrea, RN, chief clinical officer. A Texas native and registered nurse, Haney Urrea brings three decades of experience in Texas health plans and hospital care to the role, where she focuses on reducing barriers to care for members and simplifying provider partnerships.
Haney Urrea began her career as a pediatric nurse at Texas Children’s Hospital, where she provided care for critically ill and injured pediatric patients. Most recently, Haney Urrea spent more than 12 years at UnitedHealthcare Community Plan of Texas, where she served in multiple leadership roles including executive director of the company’s Medicare-Medicaid Plan, STAR+PLUS long-term services and supports, and nursing facility programs. In this role, Haney Urrea reported directly to the chief executive officer and led more than 365 service coordination clinical and support staff, managers and directors. Prior to that, she served as executive director of UnitedHealthcare’s Texas Medicare health plan, where she developed and executed the plan’s CMS Star Ratings strategy.
“From my earliest days as a nurse to my decades of experience with health plans, I’ve always been focused on the whole person, not just the patient,” Haney Urrea said. “The people seeking care through Texicare’s health plans are our neighbors. They’re the moms going to chemo while their kids are at school, the dad coaching his kid’s soccer team after work and the people working every day in our communities. My priority is to ensure our plans bring deep value to our members, and that every Texan takes full advantage of our offerings. We design our plans to be used, so when a member leverages virtual appointments, regularly engages with a mental health professional or is able to effectively manage a chronic condition, Texicare’s mission of providing improved access to care for Texans is realized.”
Before UnitedHealthcare, Haney Urrea spent nearly 13 years across two tenures at FirstCare Health Plans, a regional plan serving West Texas that is now part of Baylor Scott & White Health Plan. As senior director of quality improvement, she led the quality improvement and medical management departments supporting Medicare Advantage, Medicaid managed care, commercial and self-funded plans. She also led the plan’s NCQA Health Plan Accreditation effort. Her quality work took her into physicians’ offices for HEDIS chart reviews, where she sat with physicians and office staff to understand the hurdles patients faced and the challenges of navigating managed care.
“Our members deserve the highest-quality healthcare experience we can deliver, and that takes strong clinical leadership,” said Meredith Duncan, president and CEO of Texicare. “Angie has spent her entire career in Texas, from serving as a pediatric nurse to leading large clinical teams. She knows what working Texans need from their coverage. As we continue to expand across Texas in 2027, I’m eager to evolve our plans and deepen our support for the health and wellness of communities throughout the state.”
Born in Fort Worth and raised in Belton, Haney Urrea received her bachelor’s degree in adult and corporate fitness and wellness from Abilene Christian University and earned her bachelor’s degree in nursing from the University of Texas Health Science Center at Houston.
The news follows Texicare’s recent launch of TotalCare Plus, which offers members unlimited visits to primary care, mental health and specialists.
